Joint Ad Hoc public report
By publishing the joint ad hoc report of Human Rights Defenders of Armenia and Artsakh on “The Humanitarian Consequences of the Blockade of the Only Road Connecting Artsakh with Armenia and the World”, I join the call of my colleague and friend Mr. Gegham Stepanyan.
The report presents the facts which state the fabricated and false nature of the “protests” of the Azerbaijani “environmental activists”, and their direct connection with the Azerbaijani government and special services.
Facts on the continuous nature of the violation of the rights of persons are presented in the Report.

We call upon the governments, international and regional organizations with a mandate to protect human rights, and other actors involved in the resolution of the conflict to take all possible measures to stop the humanitarian crisis in Artsakh that is deepening daily.
The report has been prepared in English and is based on the analysis of the events that took place on December 12-14, 2022. The Human Rights Defender’s Office of Armenia continues to be in 24-hour contact with the Institution of the Human Rights Ombudsman of Artsakh, with non-governmental organizations operating in Artsakh, and other actors, for the purpose of registering the situation, and for collecting and verifying the facts.
The report will be sent to international and regional organizations and other actors involved in the resolution of the conflict, guaranteeing the continuous transfer of information and facts on the humanitarian crisis and the human rights violations as a result of the acts of the Azerbaijani side, which are a manifestation of their state-sponsored policy of Armenophobia.
