What does the creation of the Foreign Intelligence Service and the closure of the Lachine Corridor have to do with Richard Moore’s visit?

“In the justification of the project presented by you, you connected this project with the Artsakh war and the created difficult situation. “To what extent will the Foreign Intelligence Service contribute to the implementation of the government’s provisions: which both Agnesa Khamoyan and Gegham Manukyan mentioned,” Artsvik Minasyan, deputy of the Hayastan faction, addressed the SC Secretary Armen Grigoryan in the parliament, responding to the latter’s request to ask questions about the presented project.

The Secretary of the Security Council presented the project on amending the Law “On Foreign Intelligence Activities and Foreign Intelligence Service” and related laws. The opposition M.P.s asked him about the fact that the Lachin Corridor has been closed for nine days and the steps taken by the R.A. authorities. Artsvik Minasyan quoted from the project. “…The government sees the settlement of the Nagorno-Karabakh problem under the co-chairmanship of the OSCE Minsk Group based on known principles and elements, including the right to self-determination. And secondly, R.A. will continue to be the guarantor of the people of Artsakh. Please list the activities this service (Foreign Intelligence – N.G.) should provide or contribute to realizing these goals.

Armen Grigoryan answered that one of the main goals is so that this service can gather information about the situation around Armenia, even information that is not publicly known. Based on it, the analyses will be about the security environment and will be provided to the Prime Minister. “I think you should know that this information will also refer to the security environment of Armenia, where Artsakh also plays an important role. In this regard, the questions raised may be related somehow.” Armen Grigoryan remarked that he doesn’t see any interested in creating the service and its actual work.

Artsvik Minasyan insisted on his point of view, expecting a list of specific actions by which, for example, today, the issue of opening the Lachin corridor should be resolved.

Armen Grigoryan’s answer was as follows; “I already mentioned that Russia is responsible for the Lachin Corridor. With the announcement of November 9, the responsibility of the Lachin Corridor was handed over to the Russian Federation, and I want to hear questions from the opposition in this direction as well.” He clarified again that the newly created service would not perform actions; it would gather information and be a kind of bank for the analysis. “Actions are on other services, and I can’t talk publicly about all the actions we’re going to take.”
