According to the source of “Aravot” in Artsakh, one of the steps taken by the Artsakh State Minister Ruben Vardanyan, which particularly annoyed the leadership of both Armenia and Azerbaijan, was the dismissal of Vitaly Balasanyan, the main negotiator with the Azerbaijani side, from the post of Secretary of the Council of Artsakh.
Azerbaijan has set an apparent demand that Vardanyan should leave. The Minister of Internal Affairs of Artsakh, Karen Sargsyan, who Nagiyev prefers (the head of the National Security Service of Azerbaijan) and who visits Shushi very often, should be appointed in his place. Although Sargsyan is Arthur Vanetsyan’s relative-in-law and the son of Robert Kocharyan’s former head of security, Grisha Sarkisov, that candidacy is also acceptable to RA Prime Minister Nikol Pashinyan.
