“Tiny Cox could have said and, I think, should have said,” according to Aravot.am, the re-elected PACE president Tiny Cox condemned the war against Ukraine but did not say a word about Azerbaijan’s war against Nagorno-Karabakh and Armenia and the question: How would you rate this, Armen Rustamyan, a member of the Armenian delegation to the PACE, deputy of the “Hayastan” faction, answered; Little by little, the CE will understand that a humanitarian disaster is taking place, and steps should be taken to deal with it, at least staying caught up to the European Parliament.” We asked Armen Rustamyan to evaluate the activities of CE and Tiny Kox in recent years. Armen Rustamyan said: “The Council of Europe is waking up to the fact that things should be evaluated by their names. And this is not only due to the personality of Tiny Kox. They mainly focused on the Russian-Ukrainian problem, forgetting or ignoring no less important events in the territory of Europe.

We asked Arusyak Julhakyan, a member of the Armenian delegation to the PACE, and deputy of the “Civil Contract” faction, in the context that the re-elected PACE president did not mention Azerbaijan’s aggression against Nagorno-Karabakh and Armenia, whether we can expect address statements in the future. She answered: “We have to work with all our partners in the direction that these targeted statements are made, regardless of what position our partners express or about what they are silent. This should not discourage us from moving in the direction of bringing our partners to the field where these statements are made. Regarding this incident, Tiny Kox gave a thank you speech to the colleagues who voted for him: He praised PACE’s response to the war between Russia and Ukraine. But he was silent about what provocations there were by another CE member country.

The reason was that the PACE did not correctly address these attacks until today and did not mention them. In order not to give the impression that I am trying to justify Tiny Kox’s silence about our problems in his speech, let me state that Tiny Cox talked about what the assembly did but did not say what it did not do. Arusyak Julhakyan noticed some progress that we managed in bringing Azerbaijan’s attack on the sovereign territory of Armenia to the agenda during the last two plenary sessions. We managed to get the issue of blocking the Lachin Corridor to the agenda of this plenary session and continued:

“The fact that these issues are on the schedule gives hope that it will be possible to resolve after some time if our partners realize the seriousness of the moment and give their approval. The issue of closing the Lachin Corridor for discussion in the plenary sessions was supported by all political factions, and the presidency made the proposal to organize a debate on that issue. If Azerbaijan continues its provocative actions and this way of working, it is possible that in the future, we will be able to adopt the resolution by the Assembly. We should not rush to criticize our colleagues. Of course, if there is inactivity, naturally, we will have to react to it. These issues are discussed on the agenda of the plenary sessions, and it is quite a big step, and we will be able to make more severe achievements in the future. It is quite a deterrent factor for Azerbaijan because the fact of the discussion is already a tough blow for Azerbaijan. After all, in such an important structure as PACE, such a formulation as we had to address the September aggression by all PACE political groups, also the Lachin Corridor, the issue of the blockade will be discussed again with the same strict emphasis; I think this is already quite important and can have a restraining effect on Azerbaijan. Of course, Azerbaijan is predictably unpredictable with its provocative actions, but I assure you, the international reaction greatly bothers Azerbaijan regarding its actions.”
