“It depends on the will of the governments involved, whether the fact-finding mission will take place or not, whether it will be successful or not,” PACE President Tiny Kox replied to Aravot.am’s question “What is your opinion about sending a fact-finding team to the Lachin Corridor”?
We wanted to know if there was any communication with the Azerbaijani delegation and about their position; since the Armenian delegates also value the fact-finding group’s entry into the Lachine Corridor, do the Azerbaijanis refuse to allow a fact-finding mission, Tiny Kox answered: “We discussed current issues; we have co-reporters. We must continue to pressure the governments of all parties involved to allow us to go to that area and see what is happening with our own eyes.
Then we will give our advice to the two governments and parliaments. This is our way of working. We do not have an army; we do not have economic sanctions; we support our member countries. As member states, you have many opportunities, and you also have many obligations. But if you, as a member state, do not fulfill your obligations, you are taking a risk that you should not take as a member state.”
We asked what would be the steps of the Council of Europe as an organization if the war suddenly started again in the South Caucasus; Tiny Kox answered: “Let’s pray that it won’t happen because too many people have already died since the independence of Armenia and Azerbaijan, one of the deputies said that it is an area where people have lived side by side for centuries. But recently, young people have been killed, and soldiers and people are paying a high price. So let me tell the two governments that they have no right to start a war again; it is also against the CE charter. Must adhere to CE commitments and statutes”.
