“I called on Azerbaijan and Russia to restore unhindered transit immediately in keeping with prior commitments”: Michael Carpenter

I called on Azerbaijan and Russia “to restore unhindered transit immediately in keeping with prior commitments”: Dr. Michael Carpenter, U.S. Ambassador to the OSCE /U.S. Mission to the OSCE/ has responded to my letters on the situation around Berdzor Corridor.

With my many letters addressed to Dr. Michael Carpenter, U.S. Ambassador to the OSCE I had alarmed about the Humanitarian Emergency in Artsakh, vital issues of 1️⃣2️⃣0️⃣0️⃣0️⃣0️⃣ people of Artsakh, which is under blockade by Azerbaijan.

I voiced the additional problems created by Azerbaijan in the sense that as a consequence of the destructive position of Azerbaijan, it was impossible to have access to the accident zone in Berdzor-Aghavno section and implement electricity supply restoration works, thus serious problems of electricity supply to Artsakh had appeared in the conditions of cold winter.

I had also informed the Ambassador Carpenter about the emotional and psychological violence against 19 Armenian children by Azerbaijan and justified the existence of the evidence for the violation of the key provisions of the Convention on the Rights of the Child.
I had requested Dr. Carpenter:

To take concrete steps in the framework of his mandate/competence to impose sanctions against Azerbaijan’s political authority which has given the order to break into the children’s bus and implement psychological terror against the Armenian children;

To take all the possible steps to ensure the access of the Armenian side to the Berdzor-Aghavno section to restore electricity supply to Artsakh.

With the response letter Ambassador Carpenter thanks for my letters in which I had raised my concerns about the human rights situation related to the Lachin Corridor and in Nagorno-Karabakh․

The Ambassador notes: “Be assured the United States is seized with the matter, both in Washington and through our embassies in Baku and Yerevan, and I am personally following developments closely.
I called on Azerbaijan and Russia to restore unhindered transit immediately in keeping with prior commitments”.

The Ambassador adds that they will continue to work with Azerbaijan and Armenia bilaterally, multilaterally through partners such as the European Union, and through international organizations like the OSCE to reach a comprehensive and sustainable settlement for this conflict, which has gone on for far too long and taken too many lives.
