Legislative Regulation Aimed at Preventing Domestic Violence Debated

Legislative regulation is proposed, aimed at having more effective toolsets for the protection of persons subjected to domestic violence. According to the law in force, two methods of prevention of such cases are mainly defined. The first refers to the immediate intervention decision, which is made directly by the relevant police officer.

The second is about protection decisions, which are subject to judicial decision. The RA Deputy Minister of Internal Affairs Arpine Sargsyan said this, adding that there are cases that may be out of sight of relevant bodies, leading to various negative consequences. Hence, the Government proposes to ensure the application of the above-mentioned two decisions also by using electronic control means.

According to the main speaker, a number of countries have experience in applying the appropriate system aimed at protecting victims of domestic violence: Canada, the U.S., Spain, Georgia.

According to the Deputy Minister, the introduction of the new control system can be extremely effective in terms of preventing domestic violence and protecting victims.

The rapporteur answered the questions and observations of the deputies. It was mentioned that according to preliminary calculations, about 560 million drams will be required for the purchase of 200 sets of handcuffs for special control.

According to the Committee Chair Taguhi Tovmasyan, it is welcomed that in parallel with the alarming increase in domestic violence, steps are being taken to prevent it. The MP considered it necessary to maintain the norms and paragraphs of the law that would ensure non-interference in a person’s private life. The Committee Chair also referred to the issue of personal data preservation and protection.

Co-rapporteur Marina Ghazaryan, highlighting the Government’s initiative, considered it necessary to clarify the issues raised in the Committee from the first to the second reading.

According to the Civil Contract Faction Secretary Artur Hovhannisyan, the fight against domestic violence and its prevention should be a priority. “This is a complex process, and with the use of various toolsets, we must achieve the prevention and exclusion of domestic violence,” the deputy underscored.

The proposed addenda to the law on Prevention of Domestic Violence, Protection of Victims of Domestic Violence and Restoration of Family Solidarity were debated at the February 21 sitting of the Standing Committee on Protection of Human Rights and Public Affairs.

The issue debated in the first reading was endorsed.
