The Armenia-Azerbaijan Peace Treaty Provisions: Armen Ashotyan published a document

On Facebook live, RPA Vice President Armen Ashotyan published a document that includes the main provisions of the Peace Treaty negotiated between Armenia and Azerbaijan. Armen Ashotyan said that document was also the subject of Munich meetings, and discussions and agreements were reached. The RPA vice-president assures that some words in the document may change over time, as it is not final, but the principles have already been agreed upon in Munich.

The document is “The start of Armenia-Azerbaijan Peace Treaty Negotiations.” According to the second point of that document, the text will refer to all relevant issues of interstate relations. “Mutual recognition of each other’s territorial integrity will be part of that agreement. In addition, the agreement will contain an article on the security and rights of Karabakh Armenians, which will align with the Constitution of Azerbaijan and its international obligations. “Armenia will publicly express its position that comprehensive security and rights arrangements for the Armenians of Karabakh should be clarified before the end of the Peace Treaty negotiations between Armenia and Azerbaijan.”

The third point of the document refers to the start of negotiations between Baku and Karabakh Armenians. “Baku will immediately start a structural dialogue with the determined representatives of Karabakh Armenians to guarantee mutual understanding of their rights and security. The EU is available to advice on this process.” According to Armen Ashotyan, the RA government tried to save face with this point, apparently creating the impression that as a result of its policy, they reached the point that Baku and Stepanakert are negotiating.

In reality, “the package negotiated by Nikol is not equal to Baku-Stepanakert negotiating format, but Nikol is negotiating the final policy of assimilating Stepanakert into Baku, because according to the agreed principle, Baku will appoint a person in Artsakh, through whom it will convey what the people of Artsakh should do, how they should behave.” The fourth point of the document refers to the international inclusion of the issues of security and rights of Karabakh Armenians. Azerbaijan and the EU will hold consultations on security issues and Karabakh Armenians’ rights. Azerbaijan will also include the OSCE High Commissioner for National Minorities. The EU will also have contacts with the Karabakh Armenians either locally or in the region.”

The fifth point of the document implies: constant monitoring of progress by leaders; “Leaders will regularly review progress on all points during their tripartite meetings in Brussels.” At the February 22 press conference, Foreign Minister Ararat Mirzoyan announced that in Munich, Azerbaijan agreed to enter into negotiations with Stepanakert through international mechanisms.

Thus, according to Armen Ashotyan, Ararat Mirzoyan admitted that in Munich, Nikol Pashinyan gave the final agreement to hand over Artsakh. The process is now starting to enter the implementation phase due to the recent developments surrounding the dismissal of Artsakh State Minister Ruben Vardanyan.
