“Raising the “flag of peace” was the basis for the current government to reproduce itself. The world accepts this government as a supporter of peace. They say we are going for peace. A big question arises: can we achieve peace if Artsakh is not recognized? The answer is there,” Alvina Gulumyan, a former Judge of the Constitutional Court of the Republic of Armenia, said at the conference entitled “The imperative of international recognition of the Republic of Artsakh.”

“The answer is given in the General Comments on Article 1 of the Covenant on Political and Civil Rights, adopted at the 21st session of the UN Human Rights Committee in 1984: In the 8th final point; it was emphasized that, as history has shown, respect for the right of peoples to self-determination and the realization of that right contributes to the establishment of friendly relations and cooperation between states and the strengthening of international peace and mutual understanding. This is a consequence of one of the authoritative international structures, which we should be able to use,” said Alvina Gulumyan.

She emphasized that there are several other international documents that Armenia is obliged to use in the matter of Artsakh.
