“I will continue to encourage the implementation of the interim measures indicated by the Strasbourg Court regarding alleged captives and the Lachin Corridor”- Marija Pejčinović Burić

March 02,2023 14:30
I had urgently addressed all my international colleagues in connection with the International Court of Justice’s decision. I had alarmed: Azerbaijan doesn’t obey the ICJ’s order that is to ensure the unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions.
I had stressed once more: Azerbaijan is going on with holding 120.000 Artsakh people as hostages, without gas supply, in conditions of continuing electricity supply disruption and a huge deficit of necessary supply of food, medicine, other life-saving needs.
I had requested the international organizations to contribute to the implementation of the ICJ’s Decision on indicating provisional measures in the framework of their mandate and introduce me to the implemented or future steps by them on the mentioned matter.
I already have a response by Ms. Marija Pejčinović Burić, the Secretary General of the Council of Europe, who assures that she uses every available opportunity to strongly encourage Armenia and Azerbaijan to remain fully committed to dialogue and to address all pending human rights and humanitarian issues pertaining to the conflict as a priority.
As such, Ms. Burić has noted that she will continue to encourage the implementation of the interim measures indicated by the Strasbourg Court regarding alleged captives and the Lachin corridor.
The Secretary General of the Council of Europe has summed it up: “The Council of Europe will also continue assisting in reconciliation efforts between Armenia and Azerbaijan through confidence-building measures, with a view to achieving lasting peace in the region”.
I would like to add that the decision by the principal judicial organ of the United Nations has binding force while, unfortunately, it has not been implemented up to now.
