Ruben Vardanyan, the Co-Founder of the “We are our mountains” Territorial Agency and former Minister of the State of the Republic of Artsakh, made the following Facebook post:
Taking into account the fact that the population of the Republic of Artsakh faced a severe existential challenge during the war of 2020, after it and under the conditions of a hundred-day blockade, as well as the fact that Azerbaijan’s state policy is aimed exclusively at depopulating Artsakh, including organizing genocide and through implementation, We, together with the legal team led by Taron Simonyan, developed an extensive (more than 120 pages) application-analysis addressed to the Special Adviser of the UN Secretary-General on the Prevention of Genocide. The analysis was designed not only according to the UN Charter, UN General Assembly resolutions, and international conventions but also the “Framework of Analysis for Atrocity Crimes” published by the UN in 2014. Based on the document “A tool for prevention,” where 8 General and 6 Specific risk factors are presented.
Even the existence of some of these factors is sufficient for the threat of genocide to be considered authentic, which requires necessary actions from the international community to prevent imminent genocide. The analysis provides legal and factual justifications for all 14 factors and the sub-factors presented under them, using the fact-finding conclusions of national and international organizations and the regulations of international law.
It is noteworthy that the analysis proved that the threat of imminent genocide against the people of Artsakh is justified not by one or two factors determined by the United Nations but by all 14 factors. We forward this application analysis to the Ministry of Foreign Affairs of the Republic of Artsakh, hoping it will be presented to international structures and the Special Adviser of the UN Secretary-General on Genocide Prevention.
