President of Azerbaijan Ilham Aliyev, speaking at the Organization of Turkic States summit in Ankara, announced. “According to the concept of return developed by the community of Western Azerbaijan, a legally binding international agreement with an appropriate mechanism of guarantee and ratification should be reached to return forcibly displaced Azerbaijanis from the territory of current Armenia to their native land. Just as we, the Azerbaijani state, will ensure the individual rights and security of Armenians living in Karabakh, Armenia should also provide the rights and security of West Azerbaijanis based on the principle of reciprocity.
The guest of “Aravot” “Areresum” (“Confrontation”) program, the Founder-Director of “Hay Aspet” educational charitable foundation Karin Tonoyan, the mother of Artsakh hero Menua Hovhannisyan, referring to this proposal, said: “Now if they say that we also give rights and guarantees to Armenian refugees to return to Azerbaijan, will any Armenians return?” I don’t think they will come back. The other guest of the program, the former Mayor of Yerevan, Founding Commander of the “Nikol Duman” detachment, and Colonel of the reserve army, Albert Bazeyan, assessing whether there is a possibility of concluding a peace agreement in the foreseeable future, said: “Nikol Pashinyan may try to sign a peace agreement. But in this case, Artsakh will remain part of Azerbaijan. That is why he should not sign a peace agreement. Even if he signed it, in the event of a change of power, we would not recognize his peace agreement.”
