The executive body proposes to introduce a new system of certification in the police system with the legislative package, which aims to increase the attractiveness of the service and to provide a package of higher social guarantees to qualified and well-behaved personnel in the face of surcharge calculation.
The issue of adopting the package of draft laws on Making Addenda and Amendments to the Law on Service in the Police and on Making Addendum and Amendment to the Law on Remuneration of Persons Holding State Positions and State Service Positions was debated at April 12 NA sitting in the first reading.
“Within three years, active police officers will have the opportunity to take part in the certification process, if they successfully pass it, they will receive a surcharge and will be able to continue their service with a higher salary. The Ministry of Internal Affairs is engaged in the development of questionnaires for the certification of police officers, the process will be confidential. Only those employees who have successfully passed the attestation will have the opportunity to receive a surcharge and a responsible position,” the Deputy Minister of Internal Affairs, the key rapporteur of the draft Arpine Sargsyan noted in the report.
The key rapporteur informed that the procedure, terms and amount of the payment of police officers’ surcharges will be defined within the framework of the Government decision. The package was proposed to take effect on 1 May 2023.

The deputy of the Civil Contract Faction Lilit Stepanyan inquired what percentage of the salary the police officers will receive if they pass the minimum certification threshold.
“The surcharges will be twice their salaries,” the Deputy Minister said.
In response to the deputy of the Civil Contract Faction Vigen Khachatryan’s question, Arpine Sargsyan also informed that there are around 12,000 employees in the police: they must be trained and certified.
The co-rapporteur, the Deputy Chair of the Standing Committee on Defense and Security Armen Khachatryan made proposals and mentioned that the draft should define that the Head of Police and deputies must also pass mandatory certification.
The deputy also informed that the draft was debated in the Head Committee and was endorsed.
The Deputy Minister reaffirmed that the purpose of the attestation is to verify whether the employee is suitable for the position or not.
“We will consider the issue of the attestation of the Head of Police and deputies from the first to the second reading. Issues regarding electronic data collection will be regulated within the framework of the Government decision,” the Deputy Minister of Internal Affairs Arpine Sargsyan noted.
