Anahit Avanesyan presents implementation process and results of Government programme for 2022: Individual and public care is invaluable resource which we should be preserved with responsibility
In 2022, we continued to face the huge challenges conditioned by the pandemic and security issues and steadily implemented the agenda of the systemized reforms designed by the Government programme. The RA Minister of Health Anahit Avanesyan said about this at April 19 RA NA extraordinary sitting. The parliament continued the debate of the report on Implementation Process and Results of the Government programme for 2022.
Presenting the road map of the strategy development of the Ministry of Health, the co-rapporteur noted that the strategic goal of the executive body is the preserving the culture in the population health, the reduction of morbidity, disability and premature death, the growth of average duration of life and the improvement of life quality and ability to work. To reach the goal measured directed to the people’s health improvement and health system improvement.

In 2022, besides the fight against smoking, the healthy nutrition issues have been in the centre of attention of the Ministry of Health. Highlighting the childhood and adolescence age group for strengthening the healthy way of life behavior work was done for this very group. The hygienic demands being presented for the organization of the food of the learners in the general and pre-school educational institutions were approved, numerous measures were implemented for promoting the formation of the customs of healthy way of life and sowing stable behavior.
10 337 mammographic screening researches were made among the women of 50-69 age group in the marzes. As a result, cancer was approved with 98 women and medical care was shown on right time with recovery.
During the financial year, the screening programme of colorectal cancer premature revelation: 2096 researches were made. Immune-preventive works continued. “Individual and public care is invaluable resource which we should be preserved with responsibility and keep free our society from harmful influences,” Anahit Avanesyan said. According to her, the volumes of the services being rendered in the framework of the state order are expanded year by year in ensuring the accessibility of up-to-date and high quality health services. The volumes of compensated hospital and medical care and service hard to reach researches within the framework of only state order have grown compared with 2017 by 125%. In 2022, the programme giving opportunity for having children by the help of reproductive auxiliary technologies, where our compatriots that lost their servicemen sons were included. Last year, there were 842 applications, but only in the first quarter of 2022, 1132 applications were received.
Construction, reconstruction and modernization of at least 50 health organizations is planned by the Government programme. In 2022, 13 medical organizations were in the active medical construction process. As a result of the programme, all regional medical centres will have modern services. In the first reporting year, the development strategy of primary health care was approved. In 2018-2022, medical equipment worth of 4.9 billion AMD was provided to the regional medical centres and primary health care institutions. From 2022, the payments for medical services in the city of Yerevan are carried out only in non-cash way, from this year the regulation will begin spreading also in the marzes. Anahit Avanesyan introduced the reforms of first aid service. In 2022, the certification process as result of continuous professional development postponed for many years was implemented: 32.737 medical workers raised their qualification, and no medical worker can work without certification any more. The Minister of Health touched upon the comprehensive insurance concept, noting that the insurance will be introduced state by stage.
The deputy of the RA NA Armenia Faction Gegham Nazaryan was interested in the fact if the scientists were invited to study the influences of coronavirus vaccinations and if the vaccinated citizens had children after vaccination or not. “Researches with participation of 100 thousands of women were made. They all showed that the vaccinations had not affected in any way on the reproduction health,” Anahit Avanesyan answered, adding that the Republic of Armenia bought and received vaccinations in big quantity of donations.
The deputy of the RA NA Civil Contract Faction Armen Khachatryan inquired from the Minister about the statistical data on drug addiction in Armenia and the strategy being revised for the fight against drug addiction. According to him, the National Centre of Fight against Dependencies was reconstructed, where people can apply, receive individual consultancy and treatment.
The Minister of Health, answering the MPs’ question, presented clarifications on the fight against pregnancy selective interruptions, the illegal import, turnover of medicine, the health insurance and the common strategy of demographic improvement.
