Gnel Sanosyan presents implementation process and results of Government programme for 2022

In 2022, 247 billion 750 million AMD was allocated from the state budget to the RA Ministry of Territorial Administration and Infrastructure, and 235 billion AMD or 95% was spent. 24 programmes and 146 measures were implemented. At April 19 NA extraordinary sitting the Minister of the RA Territorial Administration and Infrastructure Gnel Sanosyan voiced about this during the debate of the report on Implementation Process and Results of the Government programme for 2022.

According to the rapporteur, the main goal of the Ministry is to have stable developing communities and competitive, qualified infrastructures. “Our main work is aimed at registering progress in these directions,” the Minister underlined. According to him, in the sphere of territorial administration and local-government body the Ministry continuously tried to increase the capabilities of the territorial and local players.

It was noted that in the previous year, as a result of the implemented amendments in the relevant laws, we have staff of regional governor instead of regional government with new statute, new structure and changed functions. As the Minister assessed, in the community unification and enlargement process the ensuring of regional government-community certain structural similarity would have positive impact.

“On the previous year, the community unification process continued, and 13 community bunches were unified in the community group. As a result, we have 71 communities in Armenia, including Yerevan and Gyumri,” the Minister underlined and added that 64 communities out of 71 were enlarged.

According to Gnel Sanosyan, as a result of implemented amendments, there is need to further activate the decentralization process and expand the powers of the local self-government.

The Minister touched upon the work carried out in the direction of provision of services electronically in the communities. “Citizen service offices established in communities play a huge role here,” the rapporteur said and informed that 5 more were established last year, and at the moment there are 75 citizen service offices in 59 communities, where various services are provided, and residents do not have to visit other state departments.

The Minister highlighted the process of collecting property tax electronically. It was noted that in 2022, a process was developed for implementing medium-term spending programmes for communities.

According to Gnel Sanosyan, the Government is increasing the subsidies provided to the communities. In 2018, it was 48 billion, in 2022 it is 64 billion, in 2023 it is planned to be 69 billion.

According to the Minister, the Executive continues to support the border communities. 996 billion AMD of support was provided last year. Gnel Sanosyan also introduced the programmes implemented in the border communities, the asphalting work in the sphere of road construction.
