When asked by Prime Minister Nikol Pashinyan in a conversation with journalists in the National Assembly, “We cannot understand the R.A. government’s point of view in the negotiations with Aliyev, saying that R.A. recognizes the territorial integrity of Azerbaijan, does it mean that Artsakh will remain part of Azerbaijan?” or not, he answered.
“In my report, I recorded that the 2007 protocol, the formulation of the self-determination of the Madrid principles, gave it like this, do you remember, I said: “a” status, “b” status, that means that according to the Madrid principles, Armenia recognized Karabakh as part of Azerbaijan. That’s the problem. We did not face this reality. Moreover, you did not face it, we did not face it, and we simultaneously created a desired reality that had nothing to do with international and geopolitical reality. Now we have to face this situation. What do I say to the oppositionists: criticize me for this, why don’t you criticize me for this, because you also made the same mistake, I made the same mistake by not facing that reality.”
Journalists reported that Vardan Oskanian denied that interpretation of the Madrid principles, Pashinyan countered. “The title is something else; the meaning is something else. And did what I said disprove any argument? I presented it with a clear scheme; instead, we have titles and slogans.”
Oskanyan said that he tried to meet with Pashinyan after the 44-day war but failed; Pashinyan denied it, saying that they met after the war. To the question: what was the third option? Because Oskanyan said they proposed the third option, Pashinyan answered: “Dear friends, let them publish their versions of the solution.

I am not their spokesperson. Whatever they wanted to propose at that time, let them publish what they wanted now, and I will respond to it because their proposals are already fully expressed in the negotiations they left behind. I expect that let’s address the fundamental problems. And what is the fundamental problem: one thing happened in the negotiation processes, and they announced something else in front of the cameras. Since 2018, what have I tried to do so that the conversation with the people in the negotiation rooms and public is the same? It’s an excruciating and complicated process, and I want to do it.”
