The member of the Government assumes and terminates his powers from the moment of publication of the RA President’s decree. Although the mentioned parts design from what moment the member of the Government assumes and terminates his powers, it is clear that it refers to all those cases when the member of the Government is appointed and dismissed by the RA President’s decree. This law does not define the relations regulating the moment of assuming and terminating the powers of a person appointed and dismissed from a public position by the Prime Minister’s decision.
Based on the above, the law was supplemented with a new clause, according to which the Prime Minister’s decisions on appointment to public position and dismissal from public position come into force from the moment of publication, unless a later term is designed by those decisions: the RA Deputy Minister of Justice Armenuhi Harutyunyan stated during the debate of the draft law on Making Addendum to the Law on Public Service at April 21 sitting of the NA Standing Committee on State and Legal Affairs.
The co-rapporteur, the deputy Karen Sarukhanyan mentioned in his speech that the proposed addendum is of a technical nature. He proposed the Committee members to vote for the draft law.
The Committee endorsed the draft debated in the first reading.
