“She did not blame Armenia and Azerbaijan equally but tried to justify her inability to visit Karabakh because all CE member states did not provide conditions for her. But, of course, I don’t accept that excuse and will insist that she is obliged to do everything to visit Nagorno-Karabakh and the Lachin Corridor,” said Aravot.am, in response to your question, CE Human Rights Commissioner Dunya Mijatović noted that it is because of the member states that she cannot visit Nagorno-Karabakh and the Lachin Corridor, essentially blaming Armenia as well. At the same time, Azerbaijan refuses to allow international organizations to visit Nagorno-Karabakh.”

It was seen in the footage that you were not satisfied with the response of the CE Human Rights Commissioner, you had a disagreement, and when asked if you would comment, what did that answer mean, what did she mean, and why was a sign of equality between Armenia and Azerbaijan again, this is how he answered Ruben Rubinyan, head of the Armenian delegation to PACE.

Ruben Rubinyan responded to our observation: what should CE member states do if Azerbaijan refuses to allow international organizations to visit Nagorno-Karabakh? “I agree, and therefore there was no logic in that answer.” We asked whether he spoke with Dunya Mijatović after that question-and-answer session, and Ruben Rubinyan replied that he did not. We asked the head of the Armenian delegation to the PACE why, however, the PACE did not want to organize an urgent discussion on the issue of the Lachin Corridor, preferring the case of Moldova, significantly since the situation regarding the Lachin Corridor has worsened, some PACE delegates and the Secretary General of the CE mentioned that, Ruben Rubinyan replied: “You know that in previous sessions we have already had two discussions at PACE plenary sessions, and we will have another one as well. There is also a good chance at least that is the plan, that there will be a discussion and a report during the next session. In other words, the plan is that during the next session, the PACE will adopt a resolution on the Lachin Corridor issue as a result of the discussion.”

In response to our argument, Paul Gavan, the author of the planned report “Reflections on the Humanitarian Consequences of the Blockade of the Lachin Corridor,” issued a statement in which he noted the importance of his visit to the Lachin Corridor and the question of whether there are negotiations to organize Paul Gavan’s visit to Nagorno-Karabakh and the Lachin Corridor. Ruben Rubinyan answered: “I am very pleased that the rapporteur on this matter has insisted that it is essential that he visits the Lachin Corridor and Nagorno-Karabakh. I hope that it will come true. Naturally, we are doing everything to make it come true.”

At the end of the conversation, we asked Ruben Rubinyan, during the spring session of the PACE, since there is no agenda item regarding Armenia and Nagorno-Karabakh, although these issues are raised during the discussions, is it possible to organize a debate outside the plenary sessions, for example, on the topic of setting up a checkpoint by Azerbaijan in the Lachin Corridor? Ruben Rubinyan answered: “No, in this session, you will see the next one, but since there will be a discussion, that is the most important thing for the next session.”
