It is proposed to make the administrative penalties of violations of preservation of nature, immovable monuments of history and culture and orders of use stricter

On May 16, the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport debated in the first reading the draft law on Making Addenda and Amendments to the RA Code on Administrative Offences authored by the deputy of the NA Armenia Faction Lilit Galstyan.

According to Lilit Galstyan, the adoption of the draft is conditioned by the necessity of raising the individual and public responsibility towards preservation and use of the nature, immovable monuments of history and culture, as well as decreasing the violations of the preservation orders and regimes. As the deputy appreciated, in this aspect the current situation is rather far from being sufficient.

Taking into consideration the abovementioned, the author proposes to make the amount of the administrative penalties established by Articles 94 and 95 stricter, almost to duplicate, as well as set relevant regulations in cases, when the same violation is committed for the second time, during six months.

The experience of a number of European countries, Georgia and Russia was studies, debates were held with the concerned organizations and specialists.

The Deputy Minister of Education, Science, Culture and Sport Alfred Kocharyan presented the positive opinion of the Government.

The deputies presented some proposals. In particular, the deputy of the Civil Contract Faction Hakob Aslanyan proposed not only to be restricted by establishing administrative penalties, but also deprive the violators from the opportunity of holding positions for certain terms.

The Committee endorsed the draft. It will be proposed to include in the draft agenda of the NA regular sittings to be convened on May 23.
