Currently, economic entities operating in border communities, in particular, companies engaged in wine production, are in unequal conditions compared to other economic entities, because these companies already pay excise tax, but cannot use the privileges that are intended for other economic entities in border communities. In other words, to create an equal opportunity for the entities involved in the production of goods subject to excise tax in the border settlements to take advantage of the tax privileges established by the legislation. The deputy of the NA Civil Contract Faction Sergey Bagratyan stated about this at the sitting of the Standing Committee on Economic Affairs convened on May 17.
According to the rapporteur, the adoption of the draft is due to the necessity to create favorable conditions for business entities in the border communities and to expand production, as a result of which the residents of the border settlements will have job in their settlements and will not leave their settlements, as a result of which, certain security problems will be solved. Moreover, all this will ensure the proportionality of territorial development.
Sergey Bagratyan assured that the adoption of the draft is conditioned by the necessity of activation of economic activity in border communities, territorial development and provision of employment.
According to the deputy, the Government has mentioned that the adoption of the draft may have a negative impact on the state budget. An offer was made to the Government to make calculations, and if the reduction is significant, the draft will not be adopted. With this reasoning, Sergey Bagratyan asked to postpone the debate of the draft law authored by him and the deputy Lilit Kirakosyan on Amending the Law on Tax Exemption of Activity Carried Out in Border Settlements for two months.
