It is proposed to transfer 30% from the alienation of the property belonging to the state, including the state plots of land to the community budget. In case of alienation of the state property with the current regulations was only transferred, and as a result of proposing amendments, it will be transferred also to the alienation of the plots of land of state property. As the RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan assessed, the proposing regulations are in the context of budgetary capacities of the communities and increase of possibilities and financial decentralization.
The amendments being designed in the laws on RA Budgetary System, on Local Self-Government and on Local Self-Government in the City of Yerevan were debated at the sitting of the Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment.
The deputy of Armenia Faction Arman Ghazaryan inquired about establishing 30 percent threshold. In terms of proportional development and strengthening of the communities, the deputies emphasized the increase of the abovementioned ratio at least by 50%.

According to the Deputy Minister, establishing 30% threshold, is considered in terms of the budget possibilities. He underlined that, nevertheless, the issue of establishing 50% and 100% was debated.
Matevos Asatryan from the Civil Contract Faction raised the issue of the expediency of establishing threshold with the same ratio to the marzes/regions and the city of Yerevan and mentioned that in case of Yerevan, it will be a big some of money, and in case of communities – not big.
“During all these years, those plots of lands were given to the communities, have the communities used them efficiently? It seems to be we have done good thing, we have delivered the lands to the people, but it causes a big problem in the aspect of community development,” the deputy states.
As a result of the enforcement of the proposing amendment, 30% of 143 million drams will be transferred to the communities.
As a result of debates, the package of bills was endorsed.
