“It is obvious that for there to be any negotiations with Baku; the issue should be taken out of the context that Azerbaijan is trying to present, that it is its internal issue,” at the press conference of members of the Artsakh Security and Development Front public movement said the former State Minister of Artsakh Ruben Vardanyan, answering the question: Is there any mechanism for negotiations between Stepanakert and Baku?
Ruben Vardanyan noted that a particular international institute should be created for that very reason; that institute should ensure that two parties with different points of view can conduct negotiations. “That’s why international mediators are chosen; both sides must agree to have negotiations. So far, one of the parties denies the issue of negotiations and claims that it is their internal matter and does not comply with the decisions of international bodies.
