The purpose of the initiative is to define more precisely, in detail the relations regarding the creation, use, protection of the plant varieties, the breeder’s right, invalid recognition and providing patent or terminating that right in the Republic of Armenia in accordance with the requirements of the International Convention for the Protection of New Plant Varieties.
At May 23 NA sitting, the RA Minister of Economy Vahan Kerobyan voiced about this, presenting for debate in the first reading the proposing amendments to the law on Protection of Varieties of Plant.
According to the Minister, the protection of the rights of the breeders of the new varieties of plants in Armenia is not properly implemented and varieties imported from other countries are cultivated for production purposes without the breeder’s permission.
As a result, conditioned by the lack of trust, the acquisition of competitive varieties that are in high demand for the farmers of the plant breeding sector is not available in our country. At the same time, obstacles are being created for foreign companies engaged in seed production and nursery production.

According to the rapporteur, the adoption of the initiative will promote providing clearly established legal regulations for the solution of the abovementioned problems.
The co-rapporteur, the Deputy Chair of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection Aren Mkrtchyan presented the endorsement of the Committee on the draft. According to the deputy, after adopting the regulations appropriate administration should be carried out, otherwise they will be become senseless in practice.
