The package of drafts authored by the Government on Making Addenda and Amendments to the RA Code on Administrative Offenses and on Making Addenda to the Law on Material Reserve was debated in the first reading at the sitting of the NA Standing Committee on Defense and Security on May 30.
The RA Deputy Minister of Internal Affairs David Hambaryan informed that the problem is that in the event that organizations do not submit a report within the specified time and format, the legislation does not envisage responsibility, as a result of which the authorized body is deprived of receiving systematic and reliable information about the balance and movement of material goods for supply of strategic reserves.
It was noted that, in addition, the organizations submit the report on the balance and movement of the goods, which are their accumulated strategic reserves, in written form, which causes difficulties from the viewpoint of control by the authorized body.
David Hambaryan mentioned that in case the organizations do not submit a report on the products included in the list of strategic reserves to the authorized body within the specified time and order, administrative responsibility is designed.
