The Comprehensive and Enhanced Partnership Agreement signed between the Republic of Armenia and the European Union entered into force from 1 March 2021, by which our country assumed obligation to approximate its legislation with the legislation of the European Union. The RA Deputy Minister of Justice Ara Mkrtchyan voiced about this, presenting for debate in the first reading the addenda to the law on Normative Legal Acts.
The deputies debated the draft authored by the Government at June 6 sitting of the Standing Committee on State and Legal Affairs.
According to the rapporteur, the approximation process implies elaboration of drafts of normative legal acts, if necessary complying them with the EU legislation. It was noted that in the countries, as Moldova, Georgia, Ukraine that signed such Agreements with the EU relevant mechanisms had already been introduced, by which the approximation compliance of the legislation.
According to Ara Mkrtchyan, as a result of discussions and joint work held with the EU experts, as well as with their provided guidelines it was noted that the draft of the revised legal act should be submitted to the authorized body, an official document should be given for examination and by the latter, where it will be noted if the revised legal act complies with the EU legislation, or not.

“The experience of the abovementioned countries and the indicated guidelines show that national authorized body should be designed with relevant jurisdictions,” the Deputy Minister underlined.
It was envisaged that the checking of the approximation compliance will be carried out by the RA Minister of Justice within the framework of the state legal examination implementation.
In his co-report the Committee Chair Vladimir Vardanyan highlighted the adoption of the initiative. According to him, it is aimed at making the approximation process more coordinated.
As the MP observed, as a result of approximation process it will be possible to raise also the inner contradictions and have such regulations, which will enable to fulfill the international obligations assumed by the Agreement in more effective way.
The initiative was approved by the Committee.
