The Executive proposes addenda and amendments to the law on Police Service. The regional departments and Yerevan City Department will be dissolved in the police system, and centripetal control will be with relevant territorial sub-divisions. General Department of Criminal Police will be set up in the central apparatus. In Yerevan and in the regions will be territorial sub-divisions functioning with subordination of the General Department. The issue was debated at NA June 13 regular sitting.
The Deputy Minister of Internal Affairs Arpine Sargsyan informed that the process will be organized with the example of the patrol service: open competition will be held, and the citizens, as well as the personnel of the police system can take part in the completion on equal bases. The person with at least bachelor’s qualification can pretend to the position of the criminal police. The latter should receive preliminary professional education of the criminal police in the educational institutions of the Ministry of Internal Affairs.
Speaking about attestation process, Arpine Sargsyan noted that the citizens and employees, who were participating in the professional educational process and appointed for the position will be considered passed an attestation, i.e. will receive a salary with version of surcharge, as well as other policemen of the system who passed attestation.
Touching upon the questions of the deputies Gegham Nazaryan and Arsen Torosyan, the Deputy Minister gave details on the functions of criminal policeman and criminal police. It was noted that the main work of the criminal police is the implementation of the operative-intelligence measures. Now, mixed model at the level of regions and Yerevan functions, the community and the criminal police have to do works in Yerevan City and regional departments. She added that at the regional level it is expected to have several specializations: on fight against narcotics, on crimes against people, which are more spread and are characteristic to the whole republic.
