“We have to separate two issues here; a road under RA jurisdiction or a road outside RA jurisdiction? Armenia has announced that there will be no roads in Armenia outside of its jurisdiction. You know that along the Armenian-Iranian border, there are escorts of the Russian border guard troops, also at the Meghri customs post,” said Arman Yeghoyan, the Chairman of the Standing Committee on European Integration of the National Assembly, in a conversation with journalists in the parliament, answering the journalist’s question whether the Russian border guards will control the road connecting Azerbaijan to Nakhichevan after the removal of road blockades, as written in point 9 of the tripartite statement of November 9.
The deputy representing the ruling power reminds that the control of the road mentioned in the tripartite statement of November 9, 2020, is different because the control is carried out by the Russian border guards at the Meghri checkpoint, for example, at the “Zvartnots” Airport.
“But the Russian border guard troops operate under the jurisdiction of the RA; there can be an Armenian border guard there. The key here is that this road must be under the jurisdiction of RA. Any foreign car crossing the border of the Republic of Armenia must meet the border guard representing the Republic of Armenia.”
As for the reservation of the November 9, 2020 statement that the Russian border guard troops will guard the road passing through Meghri, Arman Yeghoyan believes that it refers to the safety of the road and the transported goods.

“In any case, there is still no mutual trust between Armenia and Azerbaijan that exists with other states. The control over cargo transportation and the control over security measures should not necessarily be combined with the question of which state or nationality border guard is sitting at the border,” said Arman Yeghoyan.
