At June 13 sitting, the National Assembly debated in the second reading a number of legislative initiatives.
Several amendments of editorial and technical character of the package of draft laws on Making Addenda and Amendments to the law on Preschool Education and on Amending the law HO-267-N of May 6, 2020 on Preschool Education during the period from the first to the second reading took place. The Deputy Minister of Education, Science, Culture and Sport Araxia Svajyan presented the draft.
“The amendments of the draft were in four main directions, and one of them referred to the regulations of inclusive education, the other one – the preschool pedagogues’ trainings, the third one – the receiving the certificate of management right and the last one – the licensing of the organizations carrying out preschool services,” the Deputy Minister of Education, Science, Culture and Sport noted.
The purpose of adopting the package of draft laws on Making Addendum to the law on Police and on Amending the law on State Regulation of Providing Technical Security is creating specialized water sub-division in the Patrol Service and providing legislative necessary preconditions. The Deputy Minister of Internal Affairs Arpine Sargsyan presented the draft.

“It is proposed to distinctly mention the powers that the police will have while carrying out control in such sphere in the law on Police. During the period from the first to the second reading, technical amendments were proposed by the Government, which were acceptable for the Ministry,” Arpine Sargsyan noted.
The Ministry of Labor and Social Affairs amended in the package of drafts on Voluntary Work and in the enclosed presented ones for defining the provisions of the voluntary work. The Deputy Minister of Labor and Social Affairs Ruben Sargsyan presented the package of drafts and informed that there were no such regulations.
The Deputy Minister said that the package of draft laws was debated during the public hearings, some proposals were accepted, and during the period from the first to the second reading the package of drafts was amended.
The co-rapporteur, the member of the Standing Committee on Labor and Social Affairs Lilit Stepanyan informed the parliamentarians that there were 27 proposals from the first to the second reading, and all of them were accepted.
“The package was very big, there was need to amend the related laws in order to be able to regulate the law on Voluntary work. There are two higher educational institutions in the Republic of Armenia that give privileges to the students involved in the voluntary work, and with that they also easily can find job,” Lilit Stepanyan mentioned.
