Arpine Sargsyan: Government proposes to make conceptual changes in the sphere of community police

The legislative package designing amendments to the law on Police and the enclosed laws was debated at June 13 NA sitting.

According to the key rapporteur, the Deputy Minister of Internal Affairs Arpine Sargsyan, the draft proposes to make changes in the framework of the community police, which will assist more effectively rendering this service.

The Deputy Minister noted that it is designed to have four pillar directions with the police: the criminal police, the patrol service, the police guard and the community police.

Arpine Sargsyan informed that the community police in the territories will be more comprehensive, will also be engaged with the cases of violence of minors and family cases. According to her, it is also proposed that the community police will do not big and average operative intelligence work.

Touching upon the amendments, the Deputy Minister emphasized designing legislative structures aimed at protection of children subjected to violence. The draft envisaging an addendum to the law on Child’s Rights is also included in the legislative package, which proposes to set the order of directing to relevant bodies, the support forms and the giving order for providing protection of the child subjected to violence or support by the Government.

The Government also proposes amendments to the law on Prevention of Violence in the Family, Protection of Victims of Violence in the Family and Restoration of Solidarity in the Family. Arpine Sargsyan informed that besides the legislative amendments trainings for the whole staff will be carried out.

The Deputy Minister highlighted the proposals presented by the Committee and said that they will be debated during the period from the first to the second reading.

The co-rapporteur, the member of the NA Standing Committee on Defense and Security Vilen Gabrielyan noted that the community police system was introduced in Armenia in 2012, but it didn’t properly operate because of legislative gaps. He informed that Committee presented proposals, which will be debated during the period from the first to the second reading.

“We should create such legislative bases that the community police will fully work in our country,” the deputy said.

He proposed his colleagues to vote for the legislative package.
