Edgar Ghazaryan, the former Head of the Staff of the Constitutional Court, participated in the symbolic launch of “HayaKve.” In a conversation with journalists, he mentioned that the signatures would be collected much earlier than planned, considering today’s activity. At first, the Yerevan Municipality was an obstacle, and then it satisfied the request of the initiators and provided space.
To the question of whether it was a matter of ignorance or whether they did it on purpose, Edgar Ghazaryan answered: “Honestly speaking, as far as I have dealt with the Yerevan Municipality, there is a serious problem in the system regarding legal knowledge here. I am now in trouble with one of them because we gave a notice for the July 5 rally, and they rejected it; we contested it and had to go to court. This is an obvious political problem.
They tried to make a political decision and did not allow it. It seems that the International Organizations have conveyed some anxiety internally because it is the first time citizens have taken the initiative to implement a legislative change. If it were to be prohibited only by administrative means, enormous problems would cause for themselves.”
