In the extraordinary session convened on July 11, the National Assembly debated the draft of the NA decision on the termination of powers of the deputy of the National Assembly Taguhi Tovmasyan as the Chair of the Standing Committee on Protection of Human Rights and Public Affairs authored by the Civil Contract Faction.
According to the rapporteur Hovik Aghazaryan, Taguhi Tovmasyan was elected to the position of the Chair of the NA Standing Committee on Protection of Human Rights and Public Affairs on 12.08.2021. She is a deputy of the NA With Honor opposition Faction.
Hovik Aghazaryan introduced the reasons and circumstances for presenting the draft. It was noted that Taguhi Tovmasyan took part in only 8 of the 46 sittings of the National Assembly held during the activities of the National Assembly of the 8th convocation, thereby failing to fulfill her duties as a Committee Chair, which is defined by the Rules of Procedure of the National Assembly constitutional law.
“According to Article 2 of the Rules of Procedure of the National Assembly constitutional law, the NA Council is one of the NA bodies. By not participating in the work of the NA Council, Taguhi Tovmasyan did not complete the process of coordinating the work of the Committee with the NA Council. Thus, Taguhi Tovmasyan, by not fulfilling her duties defined by law, by consistently not attending the sittings of the NA Council, hindered the full and normal activity of the Committee, disrupted the effectiveness of the work of the Committee, depriving the Committee of the full realization of the rights reserved to it by law,” he said.

It was mentioned that Taguhi Tovmasyan, being the Chair of the NA Standing Committee on Protection of Human Rights and Public Affairs, whose core activity is the protection of human rights in various situations, including during the sittings of the Committee chaired by her, showed an indifferent attitude towards insulting the dignity of hundreds of thousands of the RA citizens and hate speech, contributing to their repetition with her inaction.
Hovik Aghazaryan assured that the Civil Contract Faction does not have an intention to nominate a Committee Chair if the National Assembly adopts the draft of the NA decision. “According to the quota, that position belongs to our opposition factions, and therefore, the Civil Contract Faction is ready to consider any candidacy nominated by the opposition factions.”
The NA Armenia and With Honor Factions did not take part in in the debate of the issue.
No questions were asked to the rapporteur regarding the issue, and there were no speeches either.
64 out of 107 NA deputies took part in the secret ballot. 1 ballot paper was considered invalid. 62 deputies voted for, 1 – against. The decision was made.
