On July 12, the National Assembly continued the work of the extraordinary session and debated in the second reading the drafts adopted in the first reading the previous day.
The draft law on Making Addenda to law on Approving the Annual and Complex Plans for Restoration, Protection, Reproduction and Use of Lake Sevan Ecosystem was debated, which proposes to increase the amount of water intake from Lake Sevan from 170 million cubic meters to 240 million cubic meters due to the weather conditions of the year and lack of water.
Vahe Ghalumyan presented the endorsement of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection regarding the draft.
The draft law on Making Amendments and Addenda to the Law on Probation authored by the deputy Alkhas Ghazaryan was debated. During the period from the first to the second reading the draft was amended with the proposals of the Government, but no substantive amendments were made.

Arpine Davoyan presented the endorsement of the NA Standing Committee on State and Legal Affairs regarding the draft. The endorsement of the Government was presented by the Deputy Minister of Justice Levon Balyan.
The draft law on Making Amendments and Addenda to the Law on Medical Assistance and Service to the Population authored by the deputies Narek Zeynalyan and Lusine Badalyan was also not amended after the first reading.
The NA Standing Committee on Health Care, as well as the Government endorsed the draft.
The draft law on Making Addenda and Amendment to the RA Tax Code debated in the second reading will improve the functioning of the drug market in Armenia to a certain extent.
According to the draft law on Making Amendments and Addenda to the Law on Notary, according to the RA Deputy Minister of Justice Ara Mkrtchyan, a number of provisions of the law will be clarified legislatively, procedural provisions will be revised.
With the adoption of the package of draft laws on Making Amendments and Addenda to the Law on the RA Flag and on Making Amendments and Addendum to the RA Code on Administrative Offenses, the requirements for completeness, cleanliness and non-discoloration of the RA flag will be ensured.
Parliament also debated the draft law on Making Addendum to the Law on Medical Assistance and Service to the Population authored by the deputies Narek Zeynalyan and Lusine Badalyan.
The member of the Committee Emma Palyan presented the endorsement of the Standing (Head) Committee on Health Care.
The Government also positively assessed the initiative.
The RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan presented the draft law on Making Amendments and Addenda to the Law on Road Transport for debate.
According to the rapporteur, during the debate of the issue in the second reading in the Standing Committee on Economic Affairs, technical proposals were presented, based on which the draft was revised.
The Deputy Chair of the Standing (Head) Committee on Economic Affairs Babken Tunyan presented the endorsement of the Committee. Touching upon having vehicles adapted to the needs of people with disabilities, the deputy mentioned. “Taking into consideration our opportunities, we should strive for all means of transport in the RA to be 100% adapted to the needs of all citizens, including persons with disabilities.”
The proposed addenda to the Criminal Code of the Republic of Armenia were presented by the RA Deputy Minister of Justice Ara Mkrtchyan. According to him, the draft was not amended from the first to the second reading because no proposals were submitted.
The member of the Standing (Head) Committee on State and Legal Affairs Lilit Minasyan presented the endorsement of the Committee. She called on her colleagues to vote for it.
The debated legislative initiatives were adopted in the second reading and in full.
