One of the main arguments against the “Hayakve” initiative is that it will constrain the government during the negotiations. For example, Civil Contract faction MP Gevorg Papoyan claims Azerbaijan will launch a large-scale military aggression against Armenia and Nagorno-Karabakh when the project proposed by “Hayakve” is accepted.
“We are now negotiating with Azerbaijan, and during the negotiations, the parties should be left room for flexibility. If you don’t leave room for flexibility to the other side, then the other side has two options: either they recognize what you want or declare war.”
Referring to this statement, the guest of the “Aravot” “Areresum” (“Confrontation”) program, and an authorized person of the “Hayakve” initiative group, lawyer Aram Petrosyan said: “First of all, the war did not stop even after November 9. According to official data, unfortunately, we already have around 400 victims. Secondly, even if the probability of war is high, one of the reasons for this is that their elected Prime Minister admits from the NA podium that he cannot buy weapons. There is money, but they don’t give him weapons.”
Aram Petrosyan emphasized that “Hayaque” is a civic initiative expressing the will of 100 percent of all citizens of the Republic of Armenia who participated in the elections in 2021. In the 2021 elections, no alliance or party has announced that it will recognize Artsakh as part of Azerbaijan. In 2021, 1 million 281 thousand people participated in the elections and said yes, I favor your plan for Artsakh to become independent and later reunite with the Republic of Armenia.”

The other guest of the program, Nairi Hokhikyan, a member of the “Hayakve” initiative, argued that by initiating criminal liability for the officials who recognize Artsakh as part of Azerbaijan, they would torpedo the negotiation process, he quoted Winston Churchill: “When will you finally understand that you cannot negotiate with a tiger if your head is in its mouth?” and added: “Now Azerbaijan is of course far from being a tiger, but the government of Armenia put its head in the mouth of that tiger, hyena or any other animal and says we are negotiating. There is no negotiation. There is only the following: Nikol Pashinyan is going to Europe, Ilham Aliyev gives the paper and says that you should say this. Nikol Pashinyan comes to Armenia and announces. That is not a negotiation. As for the danger of a large-scale war against Armenia or Artsakh, as Mr. Petrosyan mentioned, it is not over.
