The self-confession of the government and the “thoughtful” silence of the opposition

July 21,2023 13:30

The government of Armenia admitted that it had accepted Baku’s plan to include Artsakh in Azerbaijan

The other day, the former head of the RA Security Service, David Shahnazaryan, made a scandalous revelation in a conversation with Aravot.am, stating that the Azerbaijani authorities have prepared a plan to fully integrate the Republic of Artsakh and its people into Azerbaijan. According to him, it envisages four stages of the integration process: Replacement of documents, including, first of all, passports with Azerbaijani passports, the introduction of the Azerbaijani manat in Nagorno-Karabakh, complete disarmament and disbandment of the Artsakh Armed Forces, complete handover of power to the Azerbaijani government. In addition, 12 months are planned for implementing the program roadmap, three months for each phase.

The official Yerevan did not deny but added to what David Shahnazaryan stated. Here is the answer of Nikol Pashinyan’s spokesperson Nazeli Baghdasaryan to Aravot.am: “There has been an official reference to the negotiation process, and there is nothing more to say now.”

In other words, without saying anything, the Prime Minister’s spokesperson confirmed David Shahnazaryan’s disclosure and used the wording “negotiation process,” which sheds light on David Shahnazaryan’s exposure from a different perspective. The point is that Shahnazaryan did not mention that the Armenian authorities negotiated the road map program he provided; he did not use the wording “negotiation process.”

However, the Prime Minister’s spokesperson used the “negotiation process”; therefore, the following conclusion remains that the Armenian authorities have admitted that they have negotiated the program with the Azerbaijani side.

To remind, David Shahnazaryan also mentioned that according to his information, the authorities of Azerbaijan transferred this plan to the rules of Armenia; he also added that he was aware that the leaders of Armenia should have shared this document with the authorities of the Republic of Artsakh.

Shahnazaryan even “suggested” to the leaders how to “forget” that document, stating: “I hope the Armenian authorities will announce that they have not received such a document and have no information about such a document at all.”

It turns out the government did not deny what Shahnazaryan revealed, and this fact must have caused chaos in the Armenian political field. The authorities were guided: the less we expand, the better, let’s say, one general sentence and close the topic.

And what does the Armenian parliamentary opposition think about all this? Or are they not interested in such “minor” topics? Or are they interested in Artsakh exclusively from these points of view: how do so that only Armenia remains faithful to the tripartite document of November 9, 2020, how to cover and defend any omissions and actions of Russia in Artsakh, and how to align Russia’s obligations with expectations from the West?
