Committee on Economic Affairs debates preliminary version of RA draft law on RA State Budget 2024

On July 26, the RA NA Standing Committee on Economic Affairs debated the financial allocations and programmes of a number of ministeries, which are designed in the preliminary version of the RA draft law on the RA State Budget 2024.

The Deputy Chair of the Standing Committee on Economic Affairs Babken Tunyan moderated the working debate.

According to the RA Deputy Minister of Finance Vahan Sirunyan, 84bln 531mln AMD will be allocated to the Ministry of Economy, 347bln 527mln AMD – to the Ministry of Territorial Administration and Infrastructure, 20.3bln AMD – to the Ministry of High-Tech Industry, 5bln 102mln AMD – to the Committee f Urban Development, 36bln 307mln AMD – to the State Revenue Committee and 4bln 497mln AMD – to the Cadastre Committee.

The RA Deputy Minister of Finance noted that additional financial means are provided to the spheres by the budget, stemming from the efficiency and priority of the measure and programme to be implemented.

According to the Minister of Territorial Administration and Infrastructure Gnel Sanosyan, in the upcoming year the Ministry designs to carry out 23 programmes and 117 measures. The Ministry will continue the works of road asphalting and capital repairing of a number of bridges.

As Genl Sanosyan informed, it is envisaged to carry out capital repairing of Dilijan and Pushkin tunnels. “This year we carried out tender, the Company does designing works,” the Minister underlined and added that since the tunnel building they have never been built, there are a few problems.

The Deputy Chair of the Standing Committee on Economic Affairs Babken Tunyan inquired the Minister if the tunnels will be closed during the capital repairing and how the drivers will bypass that part.

“Taking into consideration that such problem will arise some parts of bypassing road operating before from Tsovagyugh to Semyonovka and Dilijan were fundamentally repaired,” the Minister said.

Gnel Sanosyan also answered the deputies’ questions, which referred to the damaging of the roads because of overloading and in this context to the necessity of the implementation of their control, the strengthening of Metsamor Nuclear Power Plant, the use of the solar energy and the structural changes of the regional administrations.

According to the Minister, in 2024, a huge number of works will be done in Metsamor Nuclear Power Plant. The Ministry planned to do works for 2024-2025, which will promote to extend the term of work of the Nuclear Power Plant until 2036.

“The Ministry of Economy, aiming at implementing the Government programme, presented 138.7bln AMD bid for 2024, and 84.7bln AMD was approved,” the Minister of Economy Vahan Kerobyan said. He spoke about the steps to be taken on developing tourism.

The Minister of High-Tech Industry Robert Khachatryan touched upon the support provided to the companies of the IT sector. The Minister noted that taking into consideration the fact that radio monitoring programme is underway, need for training employees and involving new specialists emerged. In this context the Ministry asked the Government to add the maintenance expenditures.

The budgetary financing bid for 2024 of the Competition Protection Commission was 740mln AMD. The Commission Chairman Gegham Gevorgyan noted that the Commission annually makes 100 studies or proceedings.

According to the Chairman of the Urban Development Committee Armen Ghularyan, in the coming year, all the marzes and settlements of the republic will have general plans, zone projects and spatial planning documents. The rapporteur touched upon the implementation of the state programmes in the urban development sphere.

According to the Deputy Chairman of the State Revenue Committee Artur Manukyan, during the year 2024, the Committee will carry out 12 measures.

As the Head of the Cadastre Committee Suren Tovmasyan informed, as a result of legislative amendment, next year electronic new system will be introduced.
