“Russia either openly pursues a pro-Azerbaijani policy, or, frankly speaking, I do not understand Russia’s position”: Political scientist

August 19,2023 12:00

In a conversation with Aravot.am, political scientist Gagik Hambaryan, analyzing the speeches delivered at the UN Security Council session, expressed the opinion that a concrete solution should not be expected from this organization in terms of opening Artsakh’s “road of life” and saving the population from a humanitarian disaster. According to the political scientist, this organization once again showed that it sympathizes and understands our problems, but expecting a concrete solution from it is impossible.

“When listening to the opinions of the representatives of the relevant countries in the discussions of the UN Security Council, I should mention that for the most part, their speeches were expected for me, for example, Albania’s pro-Turkish, pro-Azerbaijani opinion.

I was shocked by the address of the representative of the Russian Federation, who openly started mentioning pro-Azerbaijani theses and promoted the opening of second or other roads, as he said. That is pro-Azerbaijani and envisages the opening of the Akna-Askeran road, this once again showed that Russia is either openly pro-Azerbaijani policy, or I honestly do not understand what Russia’s position is in this case and what expectations it has in terms of maintaining its positions in Artsakh because his open anti-Artsakh behavior is unacceptable.

In any case, I have said many times, and I say now that, yes, Nikol Pashinyan himself recognized the territorial integrity of Azerbaijan and recognized Artsakh in that integrity, which is anti-Armenian. But at the same time, Russia has the right to prove to the Armenian society that Nikol is a traitor, and it will not allow Pashinyan to violate the agreement of November 9, 2020; according to clause 6, Russia is obliged to ensure the uninterrupted operation of the Berdzor Corridor, which official Moscow does not. In any case, we must raise both Nikol Pashinyan’s guilt here and Russia’s attempts to pretend to be innocent in terms of not fulfilling its responsibilities. And yesterday, in terms of openly promoting pro-Azerbaijani theses, when I was expecting an anti-Armenian speech from the same UK representative, on the contrary, he expressed a pro-Armenian position.”

According to the political scientist, if the UN Security Council adopts a resolution, it will not be pro-Armenian, because the five permanent members of the UN Security Council, who have the right to veto, each have their interest in Azerbaijan.

“Great Britain, which is one of the five permanent members of the UN Security Council, I am sure, if the matter comes to adopting a resolution against Azerbaijan, it will veto and not accept that resolution. It is not excluded that Russia will also vote against the anti-Azerbaijani resolution. If it has come to this point that official Moscow, not fulfilling its duties, is using the UN chair to lobby the Akna-Askeran road, it is included that it will be the second state after Great Britain. Suppose there is a question about adopting a pro-Armenian resolution. In that case, Russia will be the second after Great Britain, which will use its veto right and not allow a pro-Armenian resolution to be adopted.

In any case, I don’t know whether the Armenian society understood it or not. Still, it must finally understand that you have a nail, you scratch your head, and maybe someone will not solve any issue for us, including the fate of Artsakh Armenians. Suppose we want Armenians to live in Artsakh. In that case, we should deal with that issue ourselves, not the international community, not an international court, including the international criminal court operating under the auspices of the United Nations, which passed a decision and obliged Azerbaijan to open Azerbaijan openly despises the Berdzor Road, they cannot force official Baku to make any concessions,” says Gagik Hambaryan.
