“You didn’t build the road,” “You didn’t publish the plan.” A debate between Civil Contract and “Country to Live”. “Confrontation” (“Areresum”)

In the “Aravot” program “Areresum” (“Confrontation”),  the observers’ conclusions about the misuse of administrative resources during the elections of the Yerevan Council of Elders and the initial unequal competitive environment were discussed, separate provisions of the pre-election programs of the “Civil Contract” and “Country to Live” -(“Aprelu Yerkir”) parties were also discussed, in particular, when the Civil Contract promises that “we will start construction in 2024 and finish the construction of Ajapnyak metro station by 2028,” were discussed.

We will start the construction of the new station near the “Surmalu” and “Petak” shopping centers by 2026. In 2027, we will have a project for the construction of a metro station leading to the Malatia-Sebastia administrative district,” Mesrop Arakelyan, co-founder of the “Country to Live” party, number 2 on the “Country to Live” list in the Yerevan council elections, presented counterarguments. And this is how Suren Grigoryan, the deputy mayor of Yerevan, number 5 on the list of the “Civil Contract” party, countered his claims.

We present a part of their debate:

Mesrop Arakelyan: After all, 100 meters of the Tsitsernakaberd highway have not been built for a year. Mr. Grigoryan, how will you make a subway?

Suren Grigoryan: We will build it, and you will see.

Mesrop Arakelyan: Yes, but it’s been a year; why haven’t you built the 200-meter road? You still need to make the road connecting the center to Ajapnyak. Are you saying we’re building a subway?

Suren Grigoryan: We have built many other roads that you can see. I can ask another question: A few days ago, when presenting your pre-election program, you promised that the program would be published on August 23. You still need to fulfill that promise; how will you build a ropeway network?

Mesrop Arakelyan: It is published in various domains.

Suren Grigoryan: It is not published on your website; it is not published on the website of the Central Electoral Commission. You say that you can’t build a road, how will you build a subway, and I say, you don’t publish a plan, how will you build a cableway network?

Mesrop Arakelyan: Go and see how much work we have done in Alaverdi, Noyemberyan, and Tatev. Let’s say (publishing the program only in beta version – A. I.) is a technical problem. Why didn’t you build 100 meters of that road in one year, because we didn’t publish the plan, is that why?

Suren Grigoryan: The road was demolished, in connection with the construction of that road, the deadlines were reported to the bureaucrat, it will be built within those deadlines. Not to mention that other avenues were built, many and much more significant.

Mesrop Arakelyan: One year, 100 meters of road. Is it challenging to build? I am talking about that road.

Suren Grigoryan: Well, I’m talking about the publication of your pre-election program; I’m not talking about Alaverdi’s changes.

Mesrop Arakelyan: When you are a city government and haven’t built a 100-meter road, do I have the right to suspect that you won’t build a subway?

Suren Grigoryan: I’ll ask the opposite question: do I have the right to suspect that you won’t build a cable car network if you don’t even publish a PDF file within the deadline.

Mesrop Arakelyan: Excuse me; will you build that road as soon as we publish it? Let’s agree: We publish this plan, and you make the road to Tsitsernakaberd.

Suren Grigoryan: Implementing our programs does not depend on your actions.
