The regular Cabinet meeting was held today, chaired by Prime Minister Nikol Pashinyan.
Before discussing the issues on the agenda, the Prime Minister referred to Azerbaijan’s illegal blocking of the Lachin Corridor, the priority of delivering humanitarian cargo, the need to promote the idea of sending an international fact-finding mission to the Lachin Corridor and Nagorno Karabakh.
The Prime Minister, in particular, noted:

Yesterday, 10 more trucks were added to the 22 trucks loaded with humanitarian cargo waiting for the opportunity to enter Nagorno-Karabakh in the Kornidzor section of Syunik Province, near the Lachin corridor. The delegation led by the Mayor of Paris accompanied the humanitarian convoy sent by several regions of France to Kornidzor. However, neither this nor the convoy parked in the same area since July 26 was given the opportunity to enter Nagorno Karabakh.
This means that Azerbaijan, in the presence of the peacekeeping troops of the Russian Federation, continues the policy of subjecting the Armenians of Nagorno-Karabakh to genocide through starvation. The main goal of that policy is to rid the territory of Nagorno Karabakh from Armenians.
As I have said before, one of the scenarios for the development of this monstrous plan is as follows: Azerbaijan plans to unilaterally open the Lachin Corridor in the most drastic period of the humanitarian crisis, allowing the exit of people from Nagorno-Karabakh and not allowing return.
This policy of genocide and expatriation of Armenians is taking place in the 21st century in front of the eyes of the international community.
However, as I said before, I see the outcome of the created situation through the Baku-Stepanakert dialogue within the framework of the international mechanism.
I consider it necessary to emphasize that the international mechanism is vitally necessary in this situation. Otherwise, as we have seen, Baku aborts the possibility of dialogue by all possible means.

Efforts to focus international attention on the humanitarian crisis in Nagorno-Karabakh must continue. The decisions of the International Court of Justice of February 22 and July 6 of this year should be in the core of that attention. With those decisions, the court obliged Azerbaijan to take all possible measures to guarantee the uninterrupted movement of citizens, vehicles and cargo in both directions through the Lachin Corridor. I draw attention to this wording of the court: “uninterrupted movement in both directions”.
The court emphasized that its decision creates binding legal force for Azerbaijan. Open disregard of this decision by Azerbaijan is a clear manifestation of that country’s policy of expatriation, because the characteristic of the practice of those implementing such policy is the disregard of legally binding decisions.
And we must tirelessly promote the idea of sending an international fact-finding mission to the Lachin Corridor and Nagorno-Karabakh, because it is an absolute necessity, especially now.
Of course, the priority in all aspects and the primary task remains the urgent delivery of humanitarian cargo to Nagorno-Karabakh and ensuring their access to Nagorno-Karabakh, and we will continue our daily work on this direction.”
