“The UN is not fulfilling its responsibilities,” political scientist Alexander Manasyan said during a protest near the UN office in Yerevan.
“The UN does not fulfill its direct duties, which are provided for by the very first points of the charter. I want to raise a question today: why the UN does not remove from its ranks a genocidal state that sows the seeds of genocide and atrocities in the UN itself and the world? Exactly 102 years ago, the so-called Azerbaijan Democratic Republic, founded by Turkey, applied for admission to the League of Nations.
The Fifth Committee, having accepted the application and discussed it, concluded that the Azerbaijan Democratic Republic is not worthy to be a member of the League of Nations and rejected their request. By the way, it refused with such justifications, which even today have a decisive role in understanding the image of modern Azerbaijan.
The General Secretary, ahead of the Fifth Committee, had already announced on November 24 that, in this territory, which they claim, there never was such a state. In other words, the General Secretary denied the claims of the Azerbaijani side that they have a historical presence here,” Manasyan stated. He added that the Fifth Committee of the League of Nations also noted that this country claims the territories of neighboring states. Therefore, according to him, the materials of the League of Nations provide enormous materials for the present-day UN to understand what country applied to them in 1992 for admission to the UN.

“Has today’s UN discussed the application submitted by today’s Azerbaijan for admission to the UN?” Has such a Fifth Committee of the League of Nations discussed this issue? If it was discussed, then we have the right to demand the UN to give us those materials so that we can see how they described the Republic of Azerbaijan when the genocide was still going on there. The League of Nations qualified that Azerbaijan is not a state in these territories, and in 1991, it was same Azerbaijan; why was it admitted to the UN? This issue is fundamental, and if the UN has discussed it, we have the right to be informed and demand the documents related to the discussions,” stated Alexander Manasyan.
Manasyan said that from the point of view of international law, Artsakh is not a part of Azerbaijan, as it was 102 years ago, as well as today. “The grounds are clear: a referendum was held on December 10, 1991, which declared Artsakh an independent state in accordance with the laws adopted by the Soviet Union and international law.
The question arises: How did Europe not notice this? Europe should have known this, but while knowing it, it decided to recognize the Republic of Azerbaijan along with Artsakh. It is not known the legal entity that Alma-Ata presented, but Europe paid no heed to it. If Europe has discussed this issue, then we, as citizens, have the right to be aware of what was discussed in that particular session and how they characterized Azerbaijan’s behavior. Didn’t they see that the state that committed the Armenian massacres in Sumgait is applying to become a member of the United Nations?
Mr. Guterres, be like the Secretary General of the League of Nations. He demanded that the documents-write a special memorandum, saying Azerbaijan is not a state. Mr. Guterres, now you have a sixth UN committee that deals with legal issues. Ask them to take out documents and show whether Artsakh belongs to Azerbaijan. I am sure that honest lawyers will say it does not belong. And in that case, Mr. Guterres, please make a statement and tell the truth about Artsakh, the truth that Nagorno-Karabakh does not belong to the present-day Azerbaijan Republic from the point of view of international law. We should spread this call together and demand it from the UN and Europe. How did they join the ranks of Europe and the United Nations to accept a state that knows nothing but genocide and expansionist ambitions,” Manasyan declared.
