To European Council President Charles Michel From: OPENING civil initiative

Y.E. Mr. Charles Michel,

By talking about the Akna (Aghdam) road as an alternative to “humanitarian aid”, you actually gave Aliyev an opportunity to delay the unblocking of the Berdzor (Lachin) corridor. The Government of the Republic of Armenia also took part in it, without clearly disagreeing with it.

As a matter of fact, the three negotiating parties at the same time state that there is a humanitarian disaster, but at the same time you and the Armenian side, being under direct threat of force from Azerbaijan, create dangerous precedents on the negotiation table that distort the essence of the problem and degrade the status of self-determined Armenians of Artsakh (Nagorno-Karabakh Republic).

Mr. Michel, your second statement (on September 1) about the alternative humanitarian route to Aghdam, parallel to which the Azerbaijani side went to aggression against the Armenian side, in the presence of the EU monitoring mission, and as a result of which there were also casualties, also proves that, instead of negotiating with the aggressor leader of Azerbaijan now, he should first be treated as a terrorist and held accountable according to international and humanitarian law, as well as relevant EU regulations.

Thus the following are strictly condemned by and unacceptable for the OPENING civil initiative:

– presenting an alternative to the Berdzor Corridor by anyone, because in this way a sign of equality is put between the “humanism” of the dictatorship and the humanism of democracy;

– Azerbaijan’s military aggression against the Armenian side was not publicly recorded by the representatives of the EU Mission in Armenia (EUMA) and was not condemned in the EU;

– the EU, being the author of many cornerstone documents for the protection and guarantee of human rights and their popularization, having adopted specific resolutions by the European Parliament regarding the situation in Artsakh, clearly seeing the violations of the rights of the self-determined Armenian people of Artsakh, attempts to subjugate free will, contributing to Azerbaijan’s policy of starvation, using force and other inhumane forms under the fake “integration” that reject cooperation, neighborliness, reconciliation and humanity,

– the second time taking such a step by the President of the European Council, giving grounds for extending the blockade of Artsakh by Azerbaijan.

Thus, thanking the ECHR, PACE, CE, EU and the EU monitoring mission in Armenia, which contribute to the establishment of peace, development of Armenia, friendship between peoples, protection of fundamental human freedoms and rights, as well as opening of the Berdzor corridor and the transfer of humanitarian goods to the Armenian people of Artsakh:

– we warn you that the above-mentioned unacceptable and reprehensible steps are equivalent to the complicity of the genocidal policy conducted by Aliyev and his patrons. Continuity of such statements will be assessed as complicity in the genocide carried out by Azerbaijan in accordance with paragraph 5 of article 3 of the UN Convention on the “Prevention and Punishment of the Crime of Genocide” of December 9, 1948. We emphasize this when both the International Court of Justice, the ECHR, and the PACE demanded to open the Berdzor corridor;

– we urge you to force the Azerbaijani side to implement the above-mentioned international legally-binding decisions, as well as call the Aliyev government to account for violating all the fundamental rights of the Armenian people of Artsakh and committing genocide against them. Without restoring the violated rights and holding the violating party accountable, it is impossible to even talk about a peace agreement.
