It is proposed to pay the allowance in cash or non-cash based on the application for family and social allowance, as well as emergency aid for persons with a severe degree of functionality limitation.
The draft law on Making Addenda and Amendments to the Law on State Benefits authored by the Government was debated at the regular sitting of the NA Standing Committee on Labor and Social Affairs on September 5.
According to the key rapporteur, the RA Deputy Minister of Labor and Social Affairs Davit Khachatryan, the draft clarifies the conditions for assigning a one-time birth allowance for a foreign citizen parent and in the event that the state registration of the birth of a newly born child was carried out by the competent body of a foreign country, to assign a one-time birth allowance to the child of the person holding diplomatic service positions in the RA diplomatic service in a foreign country, to his/her spouse in a foreign country, to a person who is a citizen of the Republic of Armenia working in administrative, technical or service staff in the diplomatic service, if the state registration of the child’s birth was carried out by the RA diplomatic service.
The RA Deputy Minister of Labor and Social Affairs also stated that the conditions for assigning a one-time birth allowance and the right to care allowance are being clarified.

Davit Khachatryan mentioned that the draft eliminates the shortcomings that appeared during the law enforcement practice.
According to the key rapporteur, if the draft is adopted, the provisions of Article 8.7 of the Law on State Benefits will be aligned with Article 7.1 and 7.2 of the Law on Assessment of Personal Functionality, the processes of appointment and payment of child care allowance up to two years old and one-time child birth benefit will also be clarified.
According to the Chair of the NA Standing Committee on Labor and Social Affairs Heriknaz Tigranyan, the draft law mainly regulates the existing problems and issues in the field of assigning state benefits. The Committee members were in favor of adopting the draft.
As a result of debate, the bill was endorsed.
