It is proposed by the draft to impose stricter measures of administrative responsibility for voluntarily constructing, reconstructing, installing buildings, for doing construction work requiring construction without permission or installment permission, destroying or dismantling without permission, continuing voluntarily constructing buildings in case of suspension of voluntarily constructing, as well as not finishing within the terms prescribed by urban development norms established for relevant urban development activity. The RA Deputy Minister of Justice Armenuhi Harutyunyan said this.
At September 5 sitting of the RA NA Standing Committee on Economic Affairs the draft law on Amending the RA Code on Administrative Offences authored by the Government was debated.
It is also proposed by the draft to change the amounts of the fine for not completing the construction within the terms prescribed by urban development norms for relevant urban development activities.
“The Government continuously takes steps for preventing voluntary constructions, and these legal violations still, unfortunately, in Armenia are of great number. Moreover, there are numerous cases, when being administratively fined the actions being considered administrative offences continue. The mentioned situation is also a consequence that at this moment the administrative penalties set for offence being under debate are inadequate to its public danger,” Armenuhi Harutyunyan said, presenting in detail the amounts of penalty.
