Draft with necessity of reducing the legal barriers existing for female candidates

At present, the legal bases of the women’s involvement by the law on Audio Video Media are rather vulnerable, and formulated with legal uncertainty, which is the most serious barrier in terms of the women’s involvement. At September 6 sitting of the Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport the deputy of the NA Armenia Faction Lilit Galstyan said this, presenting in the second reading the draft law on Making Amendments and Addenda to the law on Audio Video Media.

According to the key rapporteur, the adoption of the draft is conditioned by eliminating the uncertainties existing in the law in force and in the Public Broadcaster Management Body, as well as by the necessity of reducing legal barriers existing for female candidates in the Regulating State Body.

During the period from the first to the second reading the NA deputy Zaruhi Batoyan presented a proposal in written form, proposing that the number of any gender should not be less than 3 in the Council. “The voicing by the political majority was pleasant, this proposal was accepted. A number of proposals presented by the Government, which refer to legal technique and editorial reforms were also accepted,” Lilit Galstyan said.

It was noted that in the Gender Gap Index Armenia registered retreat: from the 98 of the previous three years appeared on the 114th among the 156 countries in 2021.

The RA Deputy Minister of High-Tech Industry Avet Poghosyan mentioned that the Government is for the general logic and philosophy of the proposed amendments.

The co-rapporteur, the NA deputy Hasmik Hakobyan, also presenting the position of the political team, welcomed the proposing amendment.

The draft was endorsed.
