Tigran Abrahamyan, the secretary of the “With Honor” faction of the National Assembly, spoke to journalists about the issue of the transportation of Russian goods on the Akna-Stepanakert road to Stepanakert. The information headquarters of Artsakh informed that on September 12, one Russian Red Cross truck, loaded with Russian production humanitarian goods, entered the Republic of Artsakh through Askeran.
Tigran Abrahamyan said that the Azerbaijani side insisted for a long time that not the Russian car but the Azerbaijani “Red Moon” cars should enter Artsakh through this route. “And its claims, which it tried for almost a week to be guided by strong elements of blackmail, was possible to prevent at this stage. Remember that after the 44-day war, Azerbaijani convoys entered the territory of the Republic of Artsakh through the Red Market and the Shushi section and, from there, entered the Shushi territory. Today, it does not exist; I say this from the point of view that it is difficult to say that this is a precedent and will be a permanent process,” said Abrahamyan.
He mentioned that the entry to Artsakh in the Askeran-Stepanakert direction implies the restarting of the Lachin corridor after a short time. “How should the restart occur, and with what details should it be carried out? Because just saying restart is not enough; there is a negotiation package, which, as far as I know, is being discussed now.” And they are trying to implement the restart of Lachin in the most extended way possible.

At the moment, it is difficult for me to say whether it will be within 12 hours or 24 hours, but intensive work is being carried out to restart it as soon as possible,” said Abrahamyan. According to him, negotiations are ongoing between Artsakh and the Russian side on the one hand and between the Russian side and Azerbaijan on the other. Also, the Artsakh government did not allow the Russian “Red Cross” vehicle to enter the Artsakh territory for several days because Azerbaijan made statements contradicting the initial agreements regarding the Russian initiative.
The MP addressed what will happen if Azerbaijan violates the agreement according to its habit, and the Lachin Corridor still needs to be implemented. He said that if Azerbaijan does not keep the deal at this stage, the international pressure on it will be very high.
“Recently, there have been announcements from all major geopolitical centers – the EU, the USA, the Russian Federation – the basis of which is that the Lachin Corridor should be launched. For international players, there is no doubt that the Lachin Corridor is the core, and the rest of the routes cannot become the main part of any process implemented by Azerbaijan. In other words, it is recorded that the main supply route of Artsakh should be through the Lachin Corridor. Suppose Azerbaijan does not take these steps in a short time. In that case, naturally, the claims of the Artsakh side that in the current situation, it is Azerbaijan that has taken a destructive position, that it is Azerbaijan that is the aggressor in this situation, and that it is Azerbaijan that tries to use any situation will become much more convincing. to make the use of force the decisive factor.”
Tigran Abrahamyan also referred to the information that to bring the Russian truck into Artsakh via the Akna-Stepanakert road, the authorities of Artsakh used force against the people of Artsakh who blocked the road. “In the current situation, the authorities of Artsakh spoke several times on the spot, in Askeran, with the citizens, who had many questions. In general, this decision of Artsakh has the consensus and agreement of the main forces in the political field. And the basis of this is also the difficult situation created in Artsakh. Concretely today, there was no use of force; initially, the people gathered there tried to get the answers to the questions, but no force was used,” he said.
