It is proposed to repeal Articles 34 and 35 of the Law on the Child’s Rights, which refer to the approval of the annual programmes. Instead, it is proposed to amend Article 33 by inserting an authorizing norm about the complex programme. This will enable setting long-term targets and clear deadlines for the entire system of child rights protection, as well as prioritizing short-term measures.
Indicators at the level of sources of financial and fiscal opportunities will also be defined. The complex programmes will have monitoring indicators. This was stated by the RA Deputy Minister of Labor and Social Affairs Tatevik Stephanyan while presenting the new regulations proposed in the Law on the Child’s Rights at the extraordinary sitting of the NA Standing Committee on Protection of Human Rights and Public Affairs.
In the related report, the Deputy Chair of the Committee Rustam Bakoyan highlighted the idea of developing a general programme coordinating the sphere of children’s rights. According to him, this will create preconditions to replace the short-term measures aimed at the full and comprehensive development of the child for the possibility of more comprehensive, continuous and long-term measures.
