The signed decree on the dissolution of the Artsakh Republic under the threat of force cannot be a decision with legal power and consequences. Political scientist Andrias Ghukasyan said this in a conversation with “Aravot,” referring to the decree signed by the President of the Republic of Artsakh Samvel Shahramanyan on September 28, which stipulates that by 2024 On January 1, all state institutions and their subordinate organizations must be dissolved, and the Republic of Nagorno Karabakh (Artsakh) ceases to exist.
“This is a legal basis for bringing Samvel Shahramanian to criminal responsibility under several articles of the Artsakh Criminal Code. That is an action aimed at subverting the constitutional order and the country’s territorial integrity; it is a grave crime and entails imprisonment for up to 20 years,” Andrias Ghukasyan told us.
According to him, the period given until January 1 means that the Russian side expects to stay there until that period and cooperate under the flag of the Republic of Artsakh. According to Ghukasyan, it is difficult to say today whether the Russians will leave Artsakh. According to Andrias Ghukasyan, any document between Armenia and Azerbaijan is signed today under the threat of force; therefore, from a legal point of view, they are worthless.

“In other words, it refers to any decision by Nikol Pashinyan, including the Prague statement. From the point of view of international law, our enemies cannot refer to the statement made until now, the decision signed, as a manifestation of the will of the Republic of Armenia because it is clear that the use of force changed the status quo. The problem of Artsakh has not been solved; the status quo has only changed. It cannot be a solution to the problem. And since the use of force changed the status quo, the enemy side cannot refer to the documents signed by the use of force,” added Andrias Ghukasyan.
