Deputy Minister of Justice: Activity of Anti-Corruption Committee will be improved – a number of problems will be solved with draft

During the activity of the Anti-Corruption Committee, several problems were recorded, by regulating which we will improve the activity of the Committee, ensuring higher results. The Deputy Minister of Justice Ara Mkrtchyan said this during the NA regular sittings, presenting the draft law on Making Amendments and Addenda to the Law on the Anti-Corruption Committee for debate in the first reading.

The rapporteur noted that, first of all, it refers to the issue of replenishing the operational- intelligence units of the Committee with personnel with narrow professional knowledge.

“In many cases, this circumstance hinders the hiring of those specialists who have high professional knowledge, but in some respects do not meet the current legal requirements of physical readiness. It should be noted that in modern conditions both the ways of committing crimes have changed almost completely, and intellectual analytical work has become the priority for their detection, experts in the field of economics, IT and analysis are especially in demand in this context,” the Deputy Minister of Justice said.

The representative of the executive body stated that there is a necessity to fix such regulations at the legislative level, which will make it possible to make the right selection of personnel, not to be limited only by strict conditions regarding physical readiness and health condition, and to include highly qualified specialists in the work of crime detection, fully using their professional skills during operational intelligence activities.

The draft proposes to reduce the threshold of physical readiness set for employment in the operative-intelligence service of the Committee, to create a legal basis for applying the regulations established by law in connection with the appointment of coded employees of the Committee, to authorize the Chairman of the Anti-Corruption Committee to announce a tender within three months after the position becomes vacant. “It is also proposed to provide legal regulations for the activities of the employees of the Anti-Corruption Committee for the use of physical force, special means and weapons,” the Deputy Minister mentioned. In addition, the procedure for the use of physical force, special means and weapons by the employees of the Anti-Corruption Committee will be regulated, which will promote solving the problems of the Committee.

In the related report, the member of the Standing Committee on State and Legal Affairs Lilit Minasyan informed that the Committee endorsed the draft in the first reading.

The National Assembly passed the draft law in the first reading.
