Arsen Gasparyan: Armenia once again unilaterally recognized the territorial integrity of Azerbaijan. “Confrontation” (“Areresum”)

October 09,2023 10:30

“With this statement, first of all, we once again unilaterally recognized the territorial integrity of Azerbaijan. Secondly, Aliyev has solved almost all his issues and did not participate in those negotiations because that format is probably exhausting for him at this stage. And he also avoided taking responsibility for what happened in Artsakh, that is, for ethnic cleansing and forced displacement,” said Arsen Gasparyan, Doctor of Political Sciences, and the President of the Union of Orientalists of Armenia “Ex Oriente.”

During the “Aravot” program “Confrontation” (“Areresum”), we asked him to comment on the statement made in Granada that “They remain committed to all efforts aimed at the normalization of relations between Armenia and Azerbaijan, based on the sovereignty of Armenia (29 thousand 800 sq km) and Azerbaijan (86 thousand 600 sq km) on mutual recognition of inviolability of borders and territorial integrity”.

We also referred to the remote debate between the Russian Federation and the EU about who betrayed the Armenian people. “It is obvious to everyone that Russia has betrayed the Armenian people… “Azerbaijan carried out a military operation, and there was not even a slight response from the peacekeepers,” said Charles Michel, the President of the Council of the European Union, in an interview with Euronews. “Whose cow bellows, let yours be silent,” Russian President Vladimir Putin retorted to him. The official representative of the Russian Foreign Ministry, Maria Zakharova, stated earlier that the recent events in Karabakh showed that the EU betrayed Armenia and the European observers betrayed the Armenians. According to Zakharova, they made promises and set another trap for official Yerevan. “Brussels silently watched how Russian peacekeepers help the population moving from Nagorno-Karabakh to Armenia.”

Many people in Armenia responded to these claims with the expression, “You are both right.”

Meanwhile, Arsen Gasparyan said: “In general, using the word betrayal in politics is ridiculous. The interests of states are changing. Spouses betray each other; what is the betrayal of states? What word did they give you to betray?”

Among the conclusions of the monitoring mission of the United Nations in Nagorno-Karabakh are that “In the parts of the city where the team visited, there was no damage to the civil public infrastructure, including hospitals, schools, and apartments, as well as cultural and religious structures,” “Both, from the local population interviewed, and others, the mission has not received any reports of violence against civilians since the last ceasefire,” “The mission did not observe destroyed agricultural infrastructure, or dead animals on the road.”

In the conditions of such a conclusion, is it possible to call the leadership of Azerbaijan to account for which purpose the “Civil Contract” faction of the National Assembly ratified the statute of the International Criminal Court, the Rome Statute? In response to this question, Arsen Gasparyan, the chief advisor to the RA Prime Minister in 2018-2019, said: “Even if the UN report were different, these authorities cannot hold the leader of Azerbaijan accountable.” To clarify, they can’t or won’t, considering that they are going to sign a peace treaty with Ilham Aliyev, he said. “Yes, that is the other side of the issue. But even if they want to, they can’t. First, it is necessary to understand which countries did not sign or ratify that statute and why: Azerbaijan, Turkey are not part of it, USA, Israel, Iran, and Russia – it’s clear” and summarized: “The ratification of that statute will give Armenia absolutely nothing except problems.”
