The President of the Republic of Artsakh, Samvel Shahramanyan, signed a decree by which the Republic of Artsakh and the state institutions are dissolved, so the question whether he will not be the first to be judged as a result of this project, Avetik Chalabyan, co-founder of the “ARAR” Foundation, member of the board of the “Unification” movement, answered: “Naturally, this will not be directed against Samvel Shahramanyan, because he is not an RA official.
This legislative project applies only to RA officials. Second, his infamous decree is null and void for several reasons. Firstly, it is unconstitutional. Secondly, it was signed under the coercion of force, under the threat of physical extermination of the people of Artsakh.
Thirdly, any decree enters into force after its publication; this decree has not been published, and no one has seen that decree, so I want to emphasize: Samvel Shahramanyan, the reference is made to the decree; it is a null document in the legal sense, consider that it does not exist, because it has not been published, there are only telegram notes about it. It’s not even published in the official gazette; forget about that decree.”
As for the “Hayaqve” project, Chalabyan said that according to the procedure, it should be signed by the NA Speaker to the appropriate senior committee, which is the State Legal Affairs Committee; hearings should be held, after which the further process will be transparent. It will last 1-1.5 months. “I hope that serious changes will take place during that month and a half, which will confirm once again that the process we have started is up-to-date and gives us all an additional opportunity to protect our sovereignty and that of natural, human rights our sisters and brothers in Artsakh.”
