“The depopulation of Nagorno-Karabakh has never been on the agenda of our plans and political wishes, even the logic of crisis management,” RA Prime Minister Nikol Pashinyan announced at the government meeting. In response to the observation that it was not Nikol Pashinyan but Artsakh President Samvel Shahramanyan who signed the decree, according to which the Republic of Artsakh will cease to exist by January 1, 2024, the member of the civil legislative initiative “HayaQve” reminded in what situation it was signed that decree and controversially considered whether the president had the right to sign a document ratifying the dissolution of the state. Some circles in Artsakh and Armenia claim that the depopulation of Artsakh was accelerated by the fact that they ignored Azerbaijan’s ultimatum that if elections were held and Samvel Shahramanyan was elected, they would start an “anti-terrorist operation.”

Meanwhile, in the resolution adopted on October 12, the members of the PACE Azerbaijani delegation mentioned another motive in trying to justify their action, not the change of power in Artsakh. And resolution 2517 (2023) on the Humanitarian situation in Nagorno-Karabakh now states that the situation escalated after the killing of Azerbaijani civilians and law enforcement officers by a mine explosion (a contributing factor to the escalation of the situation was the killing of Azerbaijani civilians and law enforcement personnel in a mine explosion and Azerbaijan took the decision to launch this show of force).

Why do those Armenian circles, contrary to the official reasoning of the Azerbaijanis, continue to try to blame the government of Artsakh? Anna Kostanyan said in particular: “It is a self-justification because, after 8-9 months of blockade, an objective question is asked to the RA government, what was done to lift the blockade of Artsakh? Of course, they have no excuse because they are jointly carrying out a process with Azerbaijan, which, if it is in the interests of Azerbaijan, is neither in the interests of Armenia nor Artsakh.

Blaming the president is more logical from their point of view because, of course, they have to make a scapegoat to direct the blame vectors from themselves to the person who dared to take responsibility in that situation.” She summarized: “Everything was planned, done, packaged, and broken on the heads of these people to make them scapegoats.”
